This paper is a theoretical description of the conception of lnternational development and the failure of its function duríng the past 30 years. It mentions that the patterns o fthe old concepts have to be radically changed. It highlights the importance of introducing into the new paradigm of development, the concept of moral and spiritual values as both, the vital foundation and the key to global transformation which has to takeplace.
